Source Protection Planning

Source Protection Committee
The Source Protection Committee in the Thames-Sydenham and Region has 22 members. Following extensive public and stakeholder consultation, the Committee was appointed on November 19, 2007. The Committee is responsible for guiding the development of local source protection plans. An important part of this process is public and stakeholder involvement. Over the next four years, there will be a number of opportunities to become involved through open houses, forums and working groups. In addition, information will be provided through publications and this website.

At its February, 2008 meeting, the Source Protection Committee agreed upon a Mission Statement and a set of Guiding Principles:

Chair 1 The Minister of the Environment has appointed Robert Bedggood as chair of the Thames-Sydenham and Region Source Protection Region.

Municipalities 7 According to regulation, representatives from municipalities comprise 1/3 of the committee.  The region was broken down into seven groups of municipalities (usually by upper tier) with each group self-selecting one representative. Chatham-Kent Sheldon Parsons

Sectors Agriculture 3 Three representatives were allocated to agriculture to reflect the importance of this sector to the region and the potential impact of the Clean Water Act on this group. John Van Dorp

Industry/Commercial 2 Two representatives from this group include heavy industry and small business.  The importance of this sector to the economy of the region and the potential impact of the Clean Water Act to this sector warrants two positions on the Committee.  Nominations from sub-sectors and individual nominations were considered. Aggregate/Oil and Gas 2 Oil and gas operations are particularly prominent in Lambton County and in Chatham-Kent.  Aggregate and quarry operations are concentrated more in Middlesex and Oxford Counties.  These two positions were filled based on individual applications supported by nominations of the groups. Other 7 One third of the representatives of the Committee fall under the other category and include representation by the general public and landowners.  This category of members also includes recreation, environmental non-government organizations, and academics.  The Striking Committee appointed these members to best represent this sector within the region, based on the applications received. First Nations 3 The Provincial regulation has provided for up to three First Nation seats on the Source Protection Committee.  There are eight organized First Nation communities within the Thames-Sydenham and Region. Kennon Johnson

Committee Formation
Extensive consultation took place in order to promote the upcoming Clean Water Act and to prepare for the selection of the Source Protection Committee. The detailed consultation plan which included committee formation was developed. The Discussion Paper on Participation in the Source Protection Planning Process, took an early look at an overall consultation plan and formed the basis for a number of sector forums and open houses. A summary of consultation sessions are listed below:

• Municipal Forums - November 2005 – 3 forums held in Wyoming, Ridgetown and London – participation by Health Unit staff
• Municipal Forums - January 2007 – 3 forums held in Wyoming, Ridgetown and London – participation by Health Unit staff
• Agricultural Forums - March 2007 – 4 forums held in Wyoming, Ridgetown, St. Marys and Woodstock
• Industrial/Commercial Forums - June 2007 – 4 forums held in Sarnia, Ridgetown, St. Marys and Woodstock
Public Open Houses - September 2007 – 4 held in Sarnia, Ridgetown, London and Woodstock (included invitations to Environmental Groups)
 
First Nations
• September 2006 – Presentation to London District Chiefs Council
• February 2007 – Presented at the Gift of Good Water workshop, Oneida Nation on the Thames
• October 2007 – Personal visits to all First Nations to discuss Committee participation
Code of Conduct, Rules of Order and Conflict of Interest Policies

One of the first orders of business for the Source Protection Committee was to establish Code of Conduct, Rules of Order and Conflict of Interest Policies. This document was adopted at the Source Protection Committee Meeting on January 11, 2008.
