Brent Clutterbuck |
Brent
Clutterbuck is a drainage superintendent and farmer and
resides in a rural community near Fingal in the Kettle
Creek watershed. He represents the municipalities of
Elgin County on the Source Protection Committee. Mr. Clutterbuck attained his Honours Diploma from Ridgetown
College of Agriculture 1983 and is currently employed as
the Drainage Superintendent for the Township of
Southwold. He is a member of the Drainage
Superintendents Association of Ontario and is
responsible for maintaining, repairing and co-ordinating
the construction of municipal drains. He has worked
frequently with local Conservation Authorities and the
Department of Fisheries and Oceans. Mr. Clutterbuck is
actively involved in agriculture, farming 800 acres,
part of which is in the lower Thames watershed, and is
aware of the importance of water quality first hand as
he uses well water for his drinking water. Past and
current committee involvement includes the CURB program
(Clean Up Rural Beaches), Environmental Farm Plan, Elgin
Stewardship Council, Elgin Landscape Strategy, Elgin
Woodlot Owners, Elgin Soil and Crop Association, Elgin
Agriculture in the Classroom, Elgin Farm Safety
Association, Friends of the Lower Kettle Creek, St.
Thomas Elgin Water Festival, and the Caring for Nature
in Elgin Fact Sheet. Brent is a Scouter with 1st
Shedden and has coached minor hockey, softball and
soccer. He is also Captain of the Southwold Volunteer
Fire Department. |

Patrick Donnelly |
Mr. Patrick Donnelly represents the
City of London on the Source Protection Committee and is
currently employed as the Watershed Program Manager for
the City. He holds both Bachelor and Masters Degrees in
Science (Geography/Geology). Mr. Donnelly is a
professional planner and has extensive environmental
planning experience in both the private and public
sectors. Mr. Donnelly has researched and authored a
number of publications including subwatershed studies in
the Thames and adjacent watersheds, natural heritage
sections of the Lambton County Official Plan and
co-authored the education kit titled “Changing Our
Future – Climate Change and the Great Lakes.” In
addition, he has served as a sessional instructor and
guest lecturer at the University of Guelph and Fanshawe
College. Mr. Donnelly is the Co-founder of the Lake
Huron Centre for Coastal Conservation. |

James Maudsley |
Mr. James Maudsley represents the
municipalities of Middlesex County on the Source
Protection Committee. Mr. Maudsley is currently the
Mayor of Thames Centre and serves on Middlesex County’s
Community Services Committee. His prior experience
includes three terms as councilor and one term as Deputy
Reeve on North Dorchester Township Council. Although
retired from the civil heavy construction industry, Mr.
Maudsley serves as a Board Member on the London District
Heavy Construction Association and the Ontario Sewer and
Water Main Construction Association. He is the past
president (three terms) of the London District Heavy
Construction Association. |

Sheldon Parsons |
Mr. Sheldon Parsons represents
Chatham-Kent and portions of Essex County on the Source Protection Committee. He
holds a degree in Urban Studies and Geography. Over the
years, he has continued to upgrade his education with
courses in economics, municipal administration, public
administration and conflict resolution. Mr. Parsons
began his career as the Administrator-Clerk-Treasurer
for the Village of Cayuga. In 1974, he moved to the Town
of Wallaceburg as their Clerk-Coordinator and Director
of Legal Services. Following amalgamation, Mr. Parsons
became the Commissioner of Community and Client Services
for the Municipality of Chatham-Kent until 2000 when he
devoted his efforts full time to his business. Parsons
Business Services specializes in training, education,
mediation, arbitration, management consulting and
property management services. Mr. Parsons also works
with Elections Canada and Elections Ontario providing
training and support to returning officers and field
liaison officers. |

Darrell Randell |
Mr. Darrell Randell represents the
municipalities of Lambton County on the Source
Protection Committee. He farmed for 25 years in Lambton
County. He served on the board of the Lambton Federation
of Agriculture for nine years, including 1991-92 as
President. Mr. Randell has been a member of the Binational Public Advisory Council for the St. Clair
River, Area of Concern since 1991 and is the current
President of the Friends of the St. Clair River. He
served two terms as a councilor in Sombra Township from
1994-2000. He was elected as a councilor in the new
municipality of St. Clair Township 2003 where he
continues to serve. Mr. Randell was a founding member of
the Rural Lambton Stewardship Network and served as
chairman from 1995-2003. He still is a part of the
organization as a non-voting DUC technical
representative. In 2001 he went to work full time for
Ducks Unlimited Canada as a Conservation Programs
Specialist for Southern Ontario. |

Joe Salter |
Mr. Joe Salter represents the City
of Stratford, the Town of St. Marys and the
municipalities of Perth and Huron Counties within the
region on the Source Protection Committee. Mr. Salter
has worked for the City of Stratford since 2001 as the
Manager of Water Treatment and Distribution. His prior
experience includes employment with the Stratford Public
Utility Commission as Manager of Water Treatment and
Distribution (1990-2001), Water Engineering Technician
(1985-90), and Water Operator (1980-85). Mr. Salter is
currently the Ontario representative on the American
Water Works Association’s Canadian Affairs Committee,
and on the Board of the Canadian Water and Wastewater
Association. |

Patrick Sobeski |
Mr. Patrick Sobeski represents the
County of Oxford on the Source Protection Committee.
After graduating from Ryerson in 1973 Mr. Sobeski worked
with financial institutions in their branch operations
division and as Human Resources Manager for Ontario
Region (Canada Permanent Trust) and as Human Resources
Manager of Canada Trust’s Head Office operations in
London. He has extensive municipal experience serving
on both the City of Woodstock Council and Oxford County
Council. In addition, Mr. Sobeski was elected to the
House of Commons and represented the federal riding of
Cambridge and North Dumfries from 1988-1993. |

Patrick Feryn |
Mr. Patrick Feryn represents the
agricultural sector on the Source Protection Committee.
Mr. Feryn has been a cash crop and pork producer since
1988, with land on the Perth/Oxford boundary that
contains a creek that flows into Wildwood Lake. He has
co-operated on water quality related research on his
farm a number of times. He has a B.Sc. in agriculture,
specializing in crop science (1979), and is a Certified
Crop Adviser, and is certified to prepare Nutrient
Management Plans for farm clients. He was Crop
Consultant for Cargill Ltd. (1988-2001), and is now an
Independent Crop Consultant (2002-present). For 12
years, including 4 years as Chair, Mr. Feryn was a
member of the Soil and Water Sub Committee of the
Ontario Soil Management Research and Services Committee. |

Donald McCabe
|
Mr. McCabe represents the
agricultural sector on the Source Protection Committee.
He is a no-till, grain and oilseeds farmer. He holds a
Bachelor of Science Degree (Honours Chemistry) from the
University of Western Ontario and studied soil genesis
and classification at the Doctorate level. Mr. McCabe
has considerable experience representing agriculture at
the local, provincial and federal levels. He is the
current vice president of the Soil Conservation Council
of Canada; BIOCAP Canada; Canadian Federation of
Agriculture Environment Committee; National CAIS
Committee; Grain Growers of Canada Environment Committee
(past chair); Ontario Federation of Agriculture
(executive); Ontario Biodiversity Council; Ontario
Agri-Food Education (past chair); Ontario Farm
Environmental Coalition Greenhouse Working Group (past
chair); Ontario Wheat Board Marketing Board; Ontario
Corn Producer’s Association; and Ontario Field Crop
Research Coalition. Mr. McCabe has also represented
local interests as a member of the Lambton Federation of
Agriculture and representative to corn, soybean and
wheat organizations. |

John Van Dorp |
Mr. John Van Dorp represents the
agricultural sector on the Source Protection Committee.
Mr. Van Dorp is a pork producer in Woodstock and is
President of the Oxford County Federation of
Agriculture. He has many years of experience on various
OCFA committees, such as Nutrient Management for Oxford,
Water Protection, and the Bio Solids Committee
(Co-chair). |

Dean Edwardson |
Mr. Edwardson holds a Bachelors
Degree in Environmental Studies from the University of
Waterloo. He started his career with the Ontario
Ministry of the Environment in 1978 where he worked for
10 years as a Project Manager. While in this position,
he coordinated a project that investigated past waste
disposal practices, directed MOE’s participation in a
point source survey of the Detroit, St. Clair and St.
Mary’s Rivers and coordinated comprehensive clean-up
plans for the Detroit and St. Clair Rivers. In 1997, Mr.
Edwardson became Facility Manager for the Lambton
Landfill operated by Clean Harbors Canada Inc. In 2006,
he accepted the General Manager’s position with the
Sarnia Lambton Environmental Association which is an
environmental cooperative consisting of 19 member
companies located in Sarnia-Lambton. |

Earl Morwood |
Mr. Morwood
holds a Bachelor of Arts degree in History and Sociology
from the University of Western Ontario. Over the
years, he has continued to upgrade his education with
courses in participative training techniques,
negotiation skills and mediation. For 17 years starting
in 1980, Mr. Morwood worked with the Ontario Federation
of Agriculture in a senior marketing position. In 2000,
Mr. Morwood became the Executive Director of the Ontario
Ground Water Association which represents water well
drillers, pump installers, manufacturers and suppliers
and ground water scientists. He is also owner and
operator of a hay and cash crop farming operation. In
addition to these careers, Mr. Morwood is president of
AGMED Consulting Services which provides mediation and
negotiation services for agricultural and rural issues.
Mr. Morwood participates in a number of organizations
including the London Area Mediators Association; Lambton
Federation of Agriculture (past president); Ontario
Federation of Agriculture; Lambton County Nutrient
Management Committee (founding member); and the
Implementation Committee for Source Protection Bill 43. |

Paul Hymus |
Paul Hymus is a consultant and resides in the former
City of Chatham (Municipality of Chatham-Kent) in the
lower Thames watershed. He is one of two committee
members from the aggregate/oil and gas sector and
represents the aggregate and quarries sector on the
Source Protection Committee. Paul received diplomas as
a Landscape Technician and
the Landscape Technologist in 1969 and 1970 respectively and is
currently operating Hymus Consulting Services for Erie
Sand and Gravel Limited (aggregate industry) in the Town
of Leamington. He has extensive experience with and
knowledge about the Aggregate Resources Act, planning
with the Ontario Ministry of Natural Resources (OMNR),
the Permit to Take Water program and water monitoring
wells under the Ontario Water Resources Act, and the
Environmental Protection Act. Related
experience includes employment as an aggregate resources
officer, lands officer, deputy conservation officer,
park warden, and pits and quarries inspector for the
OMNR, as well as part time landscape technician. Paul is
currently president of a non- profit housing corporation
overseeing management of 160 town houses in three
locations. |

Joseph Van Overberghe |
Mr. Joseph Van Overberghe is one of
two representatives of the aggregate/oil and gas sector
on the Source Protection Committee, specifically
representing the oil and gas sector. Since 2004, Mr. Van
Overberghe has been the Executive Director of the
Ontario Petroleum Institute, Inc., and the Managing
Director of the Oil Gas Salt Resources Library. His
previous work includes 15 years of private sector,
financial, technology implementation, purchasing and
marketing experience. |

Carl Kennes |
Carl Kennes is a
golf course operator and resides in Delaware, Township
of Middlesex Centre in the Thames watershed. He is one
of seven committee members representing recreation,
ENGOs, academics, general public and landowners on the
Source Protection Committee. Specifically, Carl’s main
interest is to represent and be a liaison for the golf
course industry in this region. Carl
is the Assistant Superintendent and Director of Golf at
the Wardsville Golf Club in the Municipality of
Southwest Middlesex. He is an active member in the
South-Western Chapter of the National Golf Course Owners
Association. |

Joseph Kerr |
Mr. Kerr is a full time cash crop
farmer. He has also operated a dairy farm and was a corn
sales representative. Mr. Kerr attended agricultural
college and holds a drainage license. Mr. Kerr is very
active in the farming community and has been involved in
various capacities with a number of farm organizations
including the Lambton County Wheat Board (past
president); Ontario Wheat Board (past Lambton Director);
Lambton County Soy Board; Lambton Storage Association
(negotiation committee 1998 – 2007); Rural Lambton
Stewardship Network and Ag Care. |

Valerie M’Garry |
Valerie M’Garry
is a lawyer and resides in the Village of Delaware,
Township of Middlesex Centre in the Thames River
watershed. She is one of seven committee members
representing recreation, ENGOs, academics, general
public and landowners on the Source Protection
Committee. Valerie’s specific interest is representing
small businesses and property owners. Valerie was
called to the Bar of the Supreme Court of Ontario in
1979. She has had 28 years of practicing in the area of
Municipal, Administrative and Environmental litigation
and law and is currently self employed with her own law
office in Delaware, advising and representing
municipalities and private citizens in municipal,
environmental, administrative and planning issues before
courts and tribunals and in presentations before
Council; drafting by-laws, agreements and formal advice
and recommendations to Council and senior administrative
staff. Related
experience has been as counsel to municipalities before
courts and tribunals and as City Solicitor/Administrator
of Legal Services for City of Sarnia. Valerie is
currently a member of the Middlesex Law Association and
a regular speaker/contributor to Canadian Bar
Association Annual Institute. |

Doug McGee |
Mr. McGee has been a life-long
resident of St. Clair Township and farms along with his
brother David. Mr. McGee has been very active with the
Rural Lambton Stewardship Network beginning with this
organization in 1995. He has been chair of RLSN since
2001. Mr. McGee has been involved with many local
organizations including 4H, Junior Farmers and the
Lambton County Soil and Crop Improvement Association.
Mr. McGee sits on a peer review committee for
Stewardship projects funded by the Sydenham River
Habitat Stewardship Program for Species at Risk. |

Margaret Misek-Evans |
Ms. Margaret Misek-Evans
is one of seven committee members
representing recreation, ENGOs, academics, general
public and landowners on the Source Protection
Committee, acting in the public interest in her capacity
as a professional planner. Ms. Misek-Evans has been
employed by the County of Oxford since 1988, as a
Planner (1988-92), Senior Policy Planner (1992-2006),
and Corporate Manager of Community and Strategic
Planning (2006 to present). Her years with the County
have given her extensive experience in administrative
responsibilities, land use planning, groundwater
protection, source water protection, nutrient
management, and strategic planning. Ms.
Misek-Evans’s experience with source protection also
includes serving as a member of the provincial Technical
Experts Committee in 2004, to develop a science-based
approach to source water protection. In 2005, she was
seconded to the Ministry of the Environment as a member
of the Source Water Implementation Group to draft
guidance modules for preparation of the technical
assessments underlying source water protection plans.
She was the primary author of the guidance module on
semi-quantitative risk assessment for water quality.

Richard Philp |
Dr. Richard Philp
is one of seven committee members
representing recreation, ENGOs, academics, general
public and landowners on the Source Protection
Committee. He has a long-standing interest in pollution
in general and water pollution in particular. Dr. Philp
is an Emeritus Professor of Pharmacology and Toxicology
of the University of Western Ontario, having fully
retired in 2005. He obtained a Ph.D. in pharmacology at UWO in 1964 and joined the faculty shortly thereafter.
Dr. Philp taught environmental toxicology for 15 years
and has published textbooks on the subject. He has also
conducted research into marine pollutants, among other
subjects. |

Charles Sharina |
For the past 35 years Mr. Sharina
has worked in the water supply and distribution business
as General Manager of Public Utilities for Glencoe (1967
- 1982) and Strathroy (1982 - 2002). He was a member of
the Ontario Municipal Water Association as an active
member for 30 years and the Ontario Municipal Waterworks
Association for 35 years where he acted as secretary for
District 7. Mr. Sharina holds certificates for Water
Main and Plant Operation; Pollution Control Plant
Operation; and Water Well and Operation Engineering. Mr.
Sharina has belonged to the Ontario Electrical League
(Provincial Board Member); Municipal Electric
Association (Provincial Board Member); Western District
M.E.A. (Director); District 7 M.E.A. (President); and
the Ontario Electrical League (President). |

Kennon Johnson |
Kennon Johnson is a member of the Bkejwanong Territory,
Walpole Island First Nation.
He has been chosen to be one of the First Nation
representatives to the Thames Sydenham and Region Source
Protection Committee.
Kennon sits on the elected council for Bkejwanong
Territory.

Augustus Tobias |
Augustus Tobias is a member of the
Delaware Nation, Moravian of the
Thames.
He has been chosen to be one of the First Nation
representatives to the Thames Sydenham and Region Source
Protection Region Committee.
Currently, he is part of the Delaware Nation
Water Treatment Staff.
