On behalf of the Thames-Sydenham Source Protection Region the Upper Thames River Conservation Authority is hosting a Regional Risk Management Office for the following eleven municipalities:
- Municipality of Chatham-Kent
- Municipality of Lambton Shores
- Township of Perth East
- Town of St. Marys
- City of Stratford
- Municipality of Thames Centre
- Municipality of West Perth
- Township of St. Clair
- Town of Plympton-Wyoming
- Village of Point Edward
- City of Sarnia
Staff at the Upper Thames River and St. Clair Region Conservation Authorities have been appointed as Risk Management Officials (RMOs) and Risk Management Inspectors (RMIs) for this Regional Office.
What are risk management officials and risk management inspectors?
Risk management officials (RMOs) and Risk Management Inspectors (RMIs) must be certified and appointed before acting as an RMO or RMI. Certification involves completion of a mandatory training course approved by the Ministry of the Environment and Climate Change.
The RMOs and RMIs work to ensure that requirements under the Clean Water Act and the Thames-Sydenham and Region Source Protection Plan are met. They provide necessary notifications, negotiate risk management plans (RMPs) for certain activities of concern, develop and distribute information packages for property owners and ensure information about activities in the vulnerable areas is accurate.

What is a risk management plan?
A risk management plan regulates activities that pose a significant threat to municipal drinking water sources.
The risk management plan (RMP) includes best management practices designed to ensure that risks to the municipal drinking water source are reduced or eliminated. The plan is generally negotiated between the person doing the activity and a risk management official.
For example, if fuel stored at a service station was a significant threat to drinking water, a risk management official would work with the gas station owner. Together, they would develop a risk management plan to reduce the chance of spills from an underground tank.
The risk management plan may be simple and straightforward in cases where best management practices are already in place. The plans can be amended as activities and operations change over time.
